I think Megalodon cuz if the livy was alone hes dead. But if it was in a pod they would win. so it depends if its alone or not.

50/50, at least at parity. C. megalodon could do all sorts of bad things to the whale with its serrated teeth while Livyatan has some of the largest jaws of any tetrapod coupled with record-sized teeth (bar tusks). It should be noted that it has the second option of swimming into the shark with its spermaceti organ backed up by its massive body, but the thing is, it has to choose between that (only to have to do it some more, as it takes time to actually kill with ramming) or apprehending the elasmobranch with its maw and dispatching it, for it can't do either at the same time.

Regardless of how much more intelligent Livyatan is, I think we'd all still agree that it's mostly just going to commit actions that are already instinctual (e.g. bite, ram, dodge, etc.). What strategies would it be able to come up with that would be so effective and decisive that they'd make the megatooth shark lose more often than not?

Well, of course the orca wins; it's simply A LOT bigger than a great white shark, duh. On the other hand, Livyatan and Megalodon are around the same weight; there is no comparison between the two scenarios.
