I find this one interesting, myself.
I have to go with practical effects, because I think actors tend to do a better job when they scream at something that's actually there. Another bonus is that practical effects are something that's actually real and not just done after filming. Unfortunately, practical effects take longer and cost more. I think it's worth it, though, for if it's done well, it arguably looks better. I can understand using CGI in times when it'd be difficult for real things, like a falling building.
I think a great example is Jurassic Park. A perfect blend of practical effects and CGI. When the CGI is used, it looks very realistic, and I often have difficulty telling which is which. (The T-Rex attacking the raptors is the best CGI I have ever seen. When the raptor gets ready to pounce on Dr. Grant, I spent many years thinking it was real)
Don't get me wrong, they both have their pros and cons, but I'd like to see what other people think.

It really depends on what the you are going to record, and how you are going to use it. If you are well-experienced with CGI and you are sure it won't suck, why not use it? Same for practical effects.

I go for both are great in the right hands. People like ray harryhousen, willis obrien, and nick park are geniuses in the field of practical effects most notable for stop motion which looks great and you can see the effort. But cgi in good hands can also look great and make everything more frightening or intense. Films like jurassic park, the abyss, terminator 2, avatar, and life of pi are perfect examples so im nuetral.

There has to be a balance. Only use either method when it is practical to do so. If done correctly, both methods will work out fantastic, and even combining the two would work perhaps even better (eg; Jurassic Park, Lord Of The Rings)
Both options can be completely screwed up though. And, unfortunately, it is seems easier to make CGI look unrealistic than practical effects.
