Just kidding about Carnotaurus. Carnotaurus should be ashamed for having such tiny arms. I believe that Spinosaurus had the strongest arms but Therizinosaurus had the most dangerous ones. Seriously! Couldn't Therizinosaurus get injured by its mate in some way while having sex?

The OP says it's in relation to body size, the square cube law makes smaller animals the strongest in relation to their size, so small theropods would be the answer. I keep my answer as Mellisuga helenae, surprisingly.

Ow! You're right! It does say in relation to body size! However I don't know how to answer to this. Still! I've heard that Spinosaurus had very strong arms (but I don't think as strong as in Monsters Resurrected).

It did of course have strong arms; using the data for Spinosaurus aegyptiacus above, the area of the arm musculature (at the thickest region) in cross section would be ~12.24 times larger than that of a man. Strength is measured by knowing the area of the cross section of a muscle, so IPHG 1912 - the specimen used in my calculations - would have an arm ~12.24 times stronger. However, using the figure for MSMN V4047, the arm would be ~1.14 times stronger than that of IPHG 1912, which is ~18.74 times stronger than that of the same human.

Spinosaurs had the most robust arms out of all theropoda. Therozinosaurs arms are not adapted to the excruciating power that can be exherted from a spinosaurs dispite the longer arm proportions

I could swear that all dinosaurs were having sex in a similar way (the male sits atop the female). themechabaryonyx789It seems to have a pretty strong arm, by my calculations it could be at least 3 times stronger than a man's arm, which is still quite impressive. As for the way they mate, modern birds do mate in the same way Mercurysaurus suggested, but I don't know why we're getting at that.
