You cant compare the two.In terms of animation Flash outranks it obviously.Its software is miles ahead of pivot and it has certain aspects that pivot does not. Then again pivot uses usually side views of stick figures or pivot figures as some people call them.The problem is though.Flash outcompetes pivot because it just takes way to long to create a complicated pivot animation.As in no sideviews.Where in flash because of the drawing capabilities you can easily animate something in as little as an hour with shadows,shading,gradients ect.Not to mention you can add numerous effect in flash that you just can't do in pivot. Now something I see her is there is a bias against flash.I can understand that since this is the pivot community.In terms of stick figure animations who outranks who...well I regret to inform you Flash still wins at stick figure animations.Pivot is only good for side views and the like.Now I know I'm gonna get crap for saying this because there is a lot of...pivot fans on the forum(probably even theropod).I have multiple mentors now some from disney and overseas who have looked at pivot.Contrarily to popular belief pivot sucks compared to Flash.Sure you can do these amazing super fluent animations but the animation doesn't feel alive.There's no sense of depth or free flowing motion.The motion is created by what animators sometimes call robotic tweens.Where an animation loses so much life because the animation is all to fluent and unrealistic and stops feeling alive and looks more like something made to try and prove fluent animation rather than showing life in your animations.Not to mention pivot's lack of effects and specialties in the program put it so far behind.I've had people go as far to say people who do pivot aren't true animators and sadly I sort of agree with them.There's just no depth...no life...no backgrounds...Its just devoid of the things that make animation great.
Now before you start yelling and screaming at me and trying to say pivot is better it simply isn't.I'm planning to go professional in animation.If you are to no one is gonna look at your pivot animations.I'm sorry that's the way it is.They don't give a rats if you can animate a silhouette.Now if you're just a hobbyist and you enjoy pivot good.But don't you dare sit here and tell me pivot is better with stick figures...It's insulting to the people who make stick figure animations so much more fluent and so much more epic than all the animations on pivot combined.
Now if you still think for some reason pivot is better for animation or stick figures...then i fucking dare you to try and compare to toonboom or tv paint...if you say pivot is still better than damn you may of just lost my respect.

Months ago I would really dare to say Pivot is better, but it really isn't if you consider Flash opens just as many possibilities that can be done in less time. For hobbyist animation mostly, I think it's all a matter of personal taste, because clearly, if it was all the same, animatrocities and I wouldn't be animators primarily of different software, for example. I have more ease with Pivot, and Flash just isn't for me. It's the other way around for him.
Of course though, if you want to follow a career in animation, there's no reason why Pivot can't be a good movement-practicing software. It's free, and it takes a few minutes to download and install it, which makes it really good for aspiring animators who want to be introduced to the world of animation. Its name "Pivot" also shows it uses pivots, which is something of fair importance in professional animation, since you can actually get a very good understanding of how an axis works by animating something entirely around it. So all in all, both programs can be used for different purposes for different professional levels in the field of animation.

You can do frontal views on Pivot too, depending on your situation (frontal can be a very broad term here), you just need to know the reason for Pivot's name and you shouldn't have too much trouble. It's a common misconception that Pivot is for side views only, but while they're easier, frontal views can be pretty easy too in some cases.
Also, patterns can easily be added with sprites.

Also, let's not forget, of course, the question in the OP. It asks which is better for stick figure animation, in that case Pivot isn't that "outmatched", as there is the advantage that you don't really need to draw frame by frame (it can be a pain for some).
